Dave Lawrence
Dave Lawrence is economist with 30 years professional experience. Dave was a partner at CAG consultants for many years and prior to that he was a partner at economic development consultancy Roger Tym & Partners. His skills include economic analysis and forecasting, policy development and advice, and appraisal and evaluation. He has been responsible for major projects throughout the UK and brings both a rigorous and innovative approach to his work.

Tessa Starmer
Tessa has over 20 years’ experience in undertaking research, cost benefit analysis and transition to low energy technologies. Tessa is a chartered engineer and has the added advantage of an industry background. During her career, she spent several years managing a successful building services and renewable heating business which she co-founded.
Key areas of expertise include renewable energy/low-energy systems, and heat pumps, including retrofitting technologies. She has worked with a wide range of audiences including, local authorities, estate managers, schools, and businesses. She has a wide variety of experience from low energy consultancy roles which have included feasibility studies, modelling, cost benefit analysis and research.
Tessa also works on a part-time basis for an investment research boutique offering objective analysis to assist the investment community in making informed investment decisions, including detailed financial modelling.

Louise Marix Evans
Louise is an independent climate change consultant with over 24 years specialising in local action on climate change and the environment, with a focus on local authorities and their relationship to community, national and regional governance. Her focus is on translating strategy and policy into workable implementation for delivering better futures in local areas. She is a specialist in user-experience and service design, facilitation, research and training including community engagement, housing retrofit, energy and nature.
She has worked on projects for the Climate Change Committee, UK100, Inclusive Growth Network, Greater Manchester Combined Authority, Carbon Co-op, Innovate UK and many more public and private sector clients.
Louise has been a co-director of Quantum Strategy & Technology between 2008 and 2023. Louise is a Trustee for climate charity Ashden and an Ashden Awards judge. She is vice chair of the Greater Manchester Five Year Environment Forum and a member of the General Assembly for Manchester University. She founded and co-ordinates Heptonstall Repair Café.
