CAG Consultants were commissioned by the South Downs National Park Authority (SDNPA) to design and execute a bespoke community consultation for the Meonside Beavers for Nature Project. Taking a collaborative approach to consultation design and delivery, the consultation process was well-regarded by both the SDNPA and the local community. Furthermore, the consultation’s evidence base was pivotal in securing funding for the project’s implementation.
The Project
The Meonside Beavers for Nature Project, proposed by Wilson Atkinson Farms and supported by SDNPA, aims to reintroduce beavers to Oxenbourne Stream, a tributary of the River Meon. The project will restore the rare chalk river habitat, enhancing biodiversity and ecosystem health. In partnership with the Beaver Trust, a beaver family will be relocated from Scotland, with a secure 2.19ha enclosure to prevent their escape.

Consultation Approach
CAG Consultants worked with the SDNPA to design a focused, multi-faceted consultation to engage the community that involved:
- A Q&A session with the public at the Annual Parish Assembly Meeting
- A survey (available in paper and digital formats),well-publicised through local channels, and
- A community drop-in session designed to provide the public with information about the project and gather their views and feedback on the proposals.
The consultation revealed significant community support with 98% of survey respondents supporting the project. Additionally, a sizeable proportion of respondents expressed a willingness to volunteer for the project, revealing valuable skills and support.
The process also helped to flag resident concerns – such as potential escape of beavers, flooding risks, impact on local species, and project implementation details – which will be taken into account as the project progresses.
Impact and Future Plans
The strong support and comprehensive feedback from the consultation were crucial in securing funding for the Meonside Beavers for Nature Project. With funding in place, the project is set to commence in the Autumn, promising significant environmental benefits and community engagement.
