CAG Consultants was commissioned by the Calouste Gulbenkian Foundation to carry out an independent evaluation of the Gulbenkian Prize for Humanity, one of the world’s leading awards recognising transformative action on climate change.

Objectives
The purpose of the evaluation was to review the first five years of the Prize (2020–2024) and assess how effectively it has been designed and delivered. The work aimed to examine the Prize’s objectives, processes and positioning, and to explore how it compares with other major international prizes. The evaluation was also intended to generate learning to inform the future development and strategic direction of the Prize.

Method
CAG Consultants designed and delivered a robust mixed-methods evaluation. This included the development of a high-level Theory of Change and evaluation framework, followed by a detailed desk review of Foundation documentation and relevant public information. The team conducted in-depth interviews with a wide range of stakeholders, including Foundation staff, trustees, jury members, prize beneficiaries, representatives from the international climate community, and managers of comparable global prizes.

Outputs
A final report was produced, setting out the findings thematically, with each section synthesising the qualitative and quantitative evidence to highlight strengths, challenges and opportunities for development. The analysis culminated in a set of clear, practical recommendations, grouped by strategic theme. These recommendations were designed to be forward-looking and actionable, supporting decision-making about the future direction, focus and delivery of the Prize. A final section set out options for increasing impact over time, alongside wider operational recommendations.

The findings and recommendations were presented to the Foundation’s senior leadership and Board of Trustees to inform strategic discussion and future planning for the Prize.
